I.R. Tyler supports Sex Offenders register

I R Tyler supports calls for a Sex Offenders Register in New Zealand but opposes an Open Register. Authors believes a disclosure mechanism similar, but not the same Sarahs Law, would be the right middle ground in New Zealand.
